Sorry if this has already been posted but i did not find any threads that matched my issue precisely.
So please, when reporting issues, include as much information as you can.
Saying something like "latest Ubuntu/Cent OS/Fedora", or "stable Debian", or "Free BSD ports", does not mean that much to those of us who don't run/use those platforms.
Fedora has znc packaged in it's main repository and their Extra Packages for Enterprise Linux (EPEL) repository provides them for Cent OS/RHEL.
If using RHEL install the EPEL repository by downloading the appropriate package linked on EPEL's website. How, then, does the user track down the cause of the problem, and fix it? When users post these problems are the mailing lists, it is extremely helpful to include the following bits of information to help find the answer.
